They do fit better on some of the smaller Campeurs. The Camargue has a sloped toptube and the Campeur doesn't so there's about a 1.5in gap on the top and bottom of the bag. The straps do fit on the frame but it's not preferable. The fit is much better on the 62cm Camargue.
